Our company intends to bid for the following procurement project. We welcome units with good bank credit and financial status, meeting qualification requirements, and having similar project achievements to participate in the bidding. The relevant announcements for this project are as follows:
1. Introduction to the Bidding Project
(1) Project Name: Energy-saving Renovation Project of Lijun Industrial Park Freezing Station
(2) Project Implementation Location: Lijun Industrial Park
(3) Procurement Content (Scope of Work):
1. This project mainly involves energy-saving control renovation of the refrigeration machine room system. The bidder needs to optimize the energy-saving control design for the freezing station, including energy-saving optimization control of equipment (main machine, freezing pump, cooling pump, power cabinet, automatic control cabinet, and group control system), installation testing of the energy-saving control system of the freezing station, and system debugging.
The energy-saving control system not only needs to achieve energy-saving control of the freezing station but also must have expansion capabilities to meet the energy-saving control needs of systems such as freezing stations, air conditioning, process cooling water, and air compression.
The energy-saving control system of the freezing station can achieve one-click automatic operation of the freezing station, and under the premise of meeting the cooling load requirements, allow the overall energy efficiency (SCOP value) of the freezing station to reach the best. It can also manage the equipment in the station, record the operating time of the equipment, remind maintenance dates, alarm for faults, and record operational data.Bidders must provide project cases and contracts that have been in operation for at least 2-3 years, available for on-site investigation by the party A, with specific energy-saving data. At the same time, the annual average energy efficiency level of the freezing station must meet the level promised by the bidder.
After the trial operation of the energy-saving control system of the freezing station is normal, the bidder must invite a qualified third-party testing agency to test the operational energy efficiency of the energy-saving control system of the freezing station and issue a third-party energy-saving testing report. The acceptance of completion can only proceed when the energy-saving rate shown in the testing report meets the commitments provided by the bidder.
2. Bidders should design the plan according to the requirements of the bidding party. Provide a topology diagram of the bidding plan. Bidders need to explain the suitability of the energy comprehensive management system for this project, describe the system architecture construction, explain the data collection methods, describe the data archiving and report processing methods, explain the data collection plan for the power distribution system, and describe the energy-saving control plan for the power station and the end air conditioning control system to ensure that the proposed system meets the requirements of the bidding party.
3. Bidders should have the ability to design, develop, and implement energy comprehensive management system software, with corresponding software platform copyright. The system interface should be standardized and regulated, completing information exchange and communication protocol conversion among subsystems, achieving integration of multiple functional aspects, and realizing intelligent control and monitoring through AI algorithms and data models, combined with BIM-based three-dimensional visualization technology, achieving intelligent operation and maintenance.
(4) The quality requirements for this bidding project are: "Drug Production Quality Management Specifications" and its appendices, industrial automation instrument engineering construction and acceptance specifications, pharmaceutical machinery (equipment) implementation. General principles of drug production quality management specifications, steel pressure vessels, and user requirements.
(5) Equipment Delivery Period (Project Duration): Completion within 30 days after the contract is signed.
2. Qualification Requirements for Bidders and Required Submission Materials
1. A legal enterprise with a valid business license and qualification certificate, capable of independently assuming civil liability; registered capital of no less than 10 million yuan, able to send a technical person to the project site for inspection and technical inquiries within the specified time.
2. Submission materials required for registration: Legal person authorization (entrustment) letter, photocopies of the legal person and the authorized person's ID cards, photocopy of the business license, photocopy of qualification certificate, photocopy of the contract, annual financial statements, contact person and communication methods (the above photocopies must be stamped with the official seal of the unit).
